The electron neutrino correlation, a, expresses the dependence of decay rate on the angle between the neutrino and electron, cos(Vev) = cos(Ve)cos(Vv) + sin(Ve)sin(Vv)cos([phi]e - [phi]v).
What's really been going on is that electron neutrinos change, or oscillate, into one or both of the other two neutrino flavors en route from the sun's core.
When Earth is closest to the sun, electron neutrinos would have less time to oscillate.
