A Department of Defense civilian employee whose assigned duties and responsibilities must be accomplished following the evacuation of non-essential personnel (including dependents) during a declared emergency or outbreak of war. The position occupied cannot be converted to a military billet because it requires uninterrupted performance so as to provide immediate and continuing support for combat operations and/or combat systems support functions.
