| The MacArthur Award, named in honor of General Douglas MacArthur, was started by the Army in 1987 as a way of promoting and sustaining effective company- and junior-grade officer leadership in the active Army and in the reserve components. Apparently the junior-grade Leni Riefenstahls in charge of sculpting Mr. Military history, likewise, invariably is presented in macroscopic detail--the progress of campaigns, the details of the major battles, and the competence of commanders--yet all of these factors ultimately depend on the junior-grade officers and the men in the ranks. |
