They calculated the "energy intensity" of household rainwater systems, which is the amount of energy used to get each kilolitre of water to the tap.
The federation said that the cost of fuel oil averaged 94,400 yen (£443) a kilolitre last month, compared with 39,000 yen in 2003.
That puts it in the running for some kind of eco award, as does the CO2 figure of 138 grammes per kilolitre - which ranks among the lowest in its class.
