According to a report published by a Burmese opposition organization in 1990, the new town established at Shwepyithar (Shwe Pyi Tha), northwest of the old city centre near the Hlaing River, consisted of paddy land that was confiscated by the SLORC from farmers, who were then obliged to hand over kyats 1,500 (US$21) to build new houses on land they had originally owned. At Holy Cross, tuition and board for the students is free, said Saw Maung Doe, with the annual cost per student of 150,000 kyats (about $300) provided through a combination of donations from the students' home churches and dioceses, the provincial office, foreign grants and foundations. Consequently, for example, the advice given by the World Bank to eliminate the official rate of six kyats to the dollar would hardly serve this rural majority. |
