In 1991, the first President Bush signed into law the Nutrition Labeling and Education Act of 1990, which authorized the FDA to make standardized nutrition labeling mandatory for all foods and develop "guidelines" for food health claims.
Critics charge that the new rules lessen the standard for health claims set by the Nutrition Labeling and Education Act of 1990, which requires stronger scientific evidence for claims.
