Byline: Abby Alford Pay-and-display machines in city wrecked by the rain RED-FACED council officials have been forced to admit their on-street parking meters have a major flaw - they cannot cope with the Welsh weather.
A sign at the car park next to the pay-and-display machines tells drivers that they could get a penalty charge notice for failing to park entirely within a marked space.
Fines for lesser infringements, such as over staying a pay-and-display bay, would be set at pounds 50.
