PEDESTRIANISING the top end of St Mary Street could start as early January, Councillor Bowen said.
But Cllr Nick Small, whose Central ward includes Castle Street, said: "I think the council is missing a massive opportunity to make the best of the city's heritage by not going ahead and pedestrianising the street.
It would involve the council having to dig up some of the work it did pedestrianising the area as part of the Phoenix Initiative.
