Guy Clifton of the New America Foundation, suggested a way to truly reducing the amount of money spent on health care: Stop paying health care providers like pieceworkers.
In contrast to traditional pieceworkers who hate their boss, the new self-employed pieceworkers have sometimes internalised the culture of masochism, suffering under the delusion that they are 'the boss'.
Chartered accountants say the changes mainly affect payments to pieceworkers and sub-contractors who may be entitled to higher rates.
