Unfortunately for such a plaintiff, the United States Court of Federal Claims has almost exclusive original jurisdiction to hear such cases, (61) with only two exceptions: reward claims "not exceeding $10,000 in amount," for which claims the United States District Courts have concurrent original jurisdiction (62) and reward claims that were administered by the Service's Whistleblower Office, the decisions of which may be appealed to the United States Tax Court.
In its view, the IRS has the authority to deny a reward claim as long as its reasons for rejecting the claim are not irrational.
