That time beginning after the decision, made at the highest levels of government(s) in response to strategic warning, is ordered executed and ending with the start of hostilities or termination of the threat. It is that part of strategic warning lead time available for executing pre-hostility actions to strengthen the national strategic posture; however, some preparatory actions may be initiated in the predecision period.
