The fact that the EU deals with people's lives technocratically does not negate the political character of the things it touches.
This scepticism amid Zimbabwe's deteriorating social and economic milieu led some commentators to suggest that the best alternative to political power-sharing was "an internationally sponsored, technocratically based transitional authority" to re-establish basic public services, and point the way forward to new, supervised elections in due course.
