Reform dominated the western provinces, the Bloc Quebecois Quebec, and the Conservatives and NDP did best in the Atlantic provinces--"quartering Canada" as The Economist put it, and producing what Canadian pundits called a "Rainbow Parliament." As most editorialists noted at the time, the Liberal government owed its--bare--majority to a sweep of Ontario and English Quebec, its red bastion encircled by Reformist green to the west and Bloquiste
bleu to the east.
