In January 1943, FBI Director Hoover was approached by House Appropriations Committee Chair Cannon, who told Hoover that the committee "had decided that it was necessary to establish some sort of check and investigation of requests for appropriations which came before his Committee." (14) According to Hoover, Cannon asked the FBI to "effect arrangements whereby Special Agents of the Bureau might be made available to the House Appropriations Committee to make such checks." (15) The FBI would be compensated for the agents' time by the committee.
