According to Cabinet Secretariat/Establishment Division documents, available with Dawn, the HPSB
was scheduled to meet in March and September this year.
The incumbent government, however, held the HPSB
meeting in November 2018 CSB meeting in November 2018.
In its last meeting held on October 29 - which was also chaired by the prime minister - the HPSB
withheld the announcement regarding promotion of BS-21 officers on the seniority list to BS-22.
Subsequently, the HPSB
headed by Prime Minister Imran Khan considered the names of those candidates who may not remain at the top of the seniority list in case the judgement of the SC is implemented.
Sources further said that Rao Tehseen Ali Khan, information group officer was not promoted due to his name in Dawn Leaks inquiry.Rao Tehseen Ali Khan had filed a petition in Islamabad High Court (IHC) in September that HPSB

Sources said that all sections of the Establishment Division have prepared panels of grade-21 officers along with their service records and other details and they have been informed that the HPSB
meeting will he held on December 11 under the chair of Prime Minister Shahid Khaqan Abbasi.
