Over the years the newsletter association debated a Code of Ethics several times, but decided against it because: (1) voluntary associations have sometimes had some legal troubles when they attempt to "discipline" members; and (2) as one board member observed, the offenders in the industry, and there have been a few, "will be the first to slap the logo and NPA Code of Ethics on everything they print." This current effort reminds me a bit of that.
With the new arrangement, however, NPA codes will also be "NXX", as is the case with central office codes.
